Begin by preparing the dressing. In a large bowl combine the mayonnaise, mustard, pepper celery seed and sugar. Mix well and sprinkle in the dry onion. Next prepare the potatoes and water chestnuts. Drain them both and rinse if possible, or soak in fresh water for a little bit, to get rid of the can flavor. Chop the potatoes into bite-sized pieces and chop the water chestnuts finely. Add both to the bowl of dressing along with the relish. Mix gently but thoroughly. You make the dressing first so the potatoes won't disintegrate from too much rough handling. If possible place the salad in a cool place for 20 or 30 minutes for the flavors to mingle. Makes 8 servings of darned good potato salad. Potato Salad with Hard Cooked Eggs Turning dry eggs into hard cooked eggs is easier than you think, although the process should be started about an hour before you need them. They don't take an hour to prepare, but they need sufficient cooling time to set up properly. Get out a pot, as steamer insert and a heat proof bowl. Heat some water in the pot with the steamer insert in place. In a small bowl mix together 1/2-cup each of dry whole eggs and fresh water. Add 1/4-teaspoon salt too if desired. Allow the mixture to sit for a few minutes and then mix again until smooth. Generously oil the heat proof bowl. Place it in the steamer. Pour the eggs into the heat proof bowl. Cover the pot and steam for 10 minutes. Remove the pot from the heat and allow to sit for an additional 10 minutes, with the lid in place. Carefully remove the bowl of eggs. They should be solid. Set the bowl aside until the eggs cool. When the eggs are cool and solid cut them into 1/2-inch dice. Prepare potato salad as directed above. Stir in the eggs with the potatoes. I have always preferred my potato salad with hard boiled eggs and with this easy steaming method I can still have it, even from dried eggs. Unless you tell your guests the eggs are dried they probably won't notice any difference.
