Rinse the lentils if desired and place them in a gallon-sized pot. Add enough water to cover plus plenty extra. Place the pot on the stove and bring the lentils and to a boil. Add the rice, dry celery, onion and garlic powder. Reduce the heat and simmer for about 30 minutes. Add the tomatoes, tomato paste, chili peppers and seasonings. Mix well. Add more water if the mixture seems too thick. Return the chili to a gentle boil. Allow the chili to continue simmering for another 15 to 20 minutes to blend the flavorings and make sure everything is soft. Serve hot with cornbread or crackers. If desired the recipe may be cut in half to make a smaller amount. Half a pound of lentils measures about 1-1/4 cups. Makes 12 servings as written.
